What is the BC PNP?

The British Columbia Provincial Nominee Program allows the province to nominate applicants for permanent residence in line with its economic and labour market needs. It has two main areas: Skills Immigration and Entrepreneur Immigration.

Could this pathway be relevant to you?

If you work in British Columbia or have a job offer, an assessment can help clarify your options. A job title or an offer alone is not enough to determine eligibility.

The applicant

Your work experience, language, education and professional qualifications are reviewed.

The job offer

Duties, wages, hours, location and the duration of the offer must fit the relevant pathway.

The employer

The employer’s eligibility and willingness to support the application matter.

BC PNP assessment covers the applicant, job offer and employer; a job offer alone is not enough.

Understanding worker pathways

Pathways described in official guidance
Pathway Who should explore it? Key consideration
Skilled Worker Workers with a relevant job offer from an eligible B.C. employer The applicant, position and employer are assessed together.
Health Authority Eligible applicants in specified occupations with support from the relevant health authority Working in healthcare alone does not establish eligibility.

Each pathway has its own requirements and exceptions. Rules for one group should not be applied to all applicants. Check current intake arrangements and requirements before taking action.

What role does the employer play?

For pathways that depend on a job offer, an employment letter alone is generally not enough. The employer must provide the required support and information about the position and business.

  • A signed job offer and job description;
  • Business information and documents required by the program;
  • Supporting forms and cooperation with requests for information.

Before proceeding, clarify both the employer’s eligibility and their willingness to support the process.

How does the BC PNP differ from Express Entry?

Comparing the provincial and federal systems
Topic BC PNP Express Entry
Main role Selection and nomination by the province Federal management of applications under relevant programs
Assessment basis Provincial pathway requirements and provincial needs Federal program eligibility and candidate ranking
How they connect Some applications proceed through an Express Entry-linked route. An active profile does not replace provincial eligibility requirements.

Assessment and application stages

The provincial nomination journey
  1. Assess the caseReview the applicant, job offer and employer.
  2. Prepare documentsIdentify missing evidence and information that needs clarification.
  3. Registration and selectionRegister and receive an invitation where required by the pathway.
  4. Provincial assessmentSubmit the application for assessment by the province.
  5. Federal applicationIf nominated, proceed with the permanent residence application.

Official guidance: Official invitation information

After nomination, maintaining the required conditions and reporting relevant changes remain important. Work authorization is a separate matter: a nomination is not itself a work permit.

What should you prepare for a consultation?

Experience and qualifications

Your résumé, job duties, education, language results and professional licences where applicable.

Job offer information

The contract or offer, wages, hours, work location and employer information.

Immigration circumstances

Your current status, work permit and Express Entry profile information, if applicable.

This list is for consultation preparation. The final application checklist depends on the selected pathway and your circumstances.

Provincial nomination is followed by federal permanent residence assessment; work authorization is a separate matter.

What is the purpose of a BC PNP consultation?

The aim is to identify relevant pathways and the issues that need review before you proceed.

  • Assess how your experience and circumstances relate to available pathways;
  • Clarify job offer requirements and the employer’s role;
  • Identify missing information and supporting documents;
  • Review how the case relates to Express Entry and the federal stage.

If you agree to proceed with representation, the preparation and follow-up services will be defined in your agreement.

Plan for costs and timing at each stage

Planning costs and timelines
Stage What to consider
Provincial stage Preparation, selection where applicable and provincial application assessment
Federal stage Permanent residence application fees and processing after nomination
Documents and services Language testing, translations, professional documents and agreed service fees

These stages do not share one timeline. Government fees, document costs and professional service fees should be considered separately.

BC PNP frequently asked questions

Is every B.C. job offer acceptable?

No. The position, offer and employer must meet the requirements of the relevant pathway.

Does a higher score guarantee nomination?

No. An invitation to apply and approval of an application are different stages. Eligibility and supporting documents are also assessed.

Is studying in B.C. enough to qualify?

No. Studying in the province alone does not establish eligibility. Available pathways and your full circumstances must be reviewed.

What if my job changes after nomination?

A change may affect the conditions of your nomination. Relevant changes must be reported and assessed according to program requirements.

Does nomination give me permission to work?

No. Work authorization must be assessed separately. Any support for a work permit application does not replace the permit itself.
